Pakistani National Charged for Plotting ISIS-Inspired Attack at Jewish Center in NYC
September 6, 2024 — A 20-year-old Pakistani citizen, Muhammad Shahzeb Khan, also known as Shahzeb Jadoon, has been arrested in Canada for attempting to orchestrate a terrorist attack at a Jewish center in New York City. Khan was charged with providing material support to ISIS, a designated foreign terrorist organization.
Details of the Plot
Khan, a resident of Canada, aimed to enter the United States and carry out a mass shooting targeting Jewish people at a location in Brooklyn, New York. The planned attack was scheduled around October 7th, coinciding with the one-year anniversary of Hamas's terrorist attacks on Israel in 2023. Khan's goal, according to his statements, was to "slaughter as many Jewish people as possible in the name of ISIS.”
Communications and Planning
Khan began his plot in November 2023 by sharing ISIS propaganda and literature on social media. He then communicated with two undercover law enforcement officers (UCs) while planning the attack. Khan and a U.S.-based ISIS supporter, identified as "Associate-1," intended to assemble a group of ISIS supporters for a coordinated assault in the U.S., initially targeting locations in an unnamed city. Later, Khan shifted his focus to New York City, identifying a Jewish center in Brooklyn as his target.
Khan provided specific instructions to the UCs, including acquiring AR-style rifles, ammunition, and other materials needed for the attack. He emphasized dates around October 7th and 11th as ideal for the assault, citing Jewish holidays and potential protests. He also detailed plans to cross the U.S.-Canada border and identified properties near the target location for logistical support.
Arrest and Charges
Khan's arrest took place on September 4th, near the U.S.-Canada border, following his attempt to enter the United States to carry out the attack. He faces one count of attempting to provide material support to a foreign terrorist organization, which carries a maximum penalty of 20 years in prison. The Justice Department, along with Canadian law enforcement, is actively seeking his extradition to the United States.
Law Enforcement Response
Attorney General Merrick B. Garland commended the joint efforts of the FBI and Canadian law enforcement, stating, "Jewish communities should not have to fear being targeted by a hate-fueled terrorist attack. The Justice Department will continue to counter the threats posed by ISIS and other terrorist organizations."
FBI Director Christopher Wray added, "The FBI will continue working with our partners to investigate and bring to justice those who seek to commit violence in the name of ISIS. Fighting terrorism remains the FBI’s top priority."
Ongoing Investigation and Legal Proceedings
The FBI's New York, Chicago, and Los Angeles field offices are leading the investigation, with support from the Office of International Affairs of the Department of Justice’s Criminal Division. The case is being prosecuted by Assistant U.S. Attorneys Kaylan E. Lasky and David J. Robles for the Southern District of New York, along with Trial Attorney Kevin C. Nunnally of the DOJ’s National Security Division’s Counterterrorism Section.
Conclusion and Analysis
I’m sorry for the mass amount of emails lately, but I’ve been warning you that October and November are going to be critical months for church safety. I do expect many threats, like this one, to continue to emerge. It is critical that all of us stay informed on these incidents and continue to plan accordingly in our churches. Remember, keep your church wide open for new followers to come to our churches. They are going to need us and will be seeking Him in the coming months and we shouldn’t interfere with that.
